Patti Whelen, Principal of Whelen Consulting, has worked in the field of land use development since 1986. She has directed her education and professional experience to create a resume designed to obtain results and create financial and community success with land use projects. She obtained her law degree with a specialty in Land Use and Environmental law. After spending time working in traditional legal settings she realized she preferred a more entrepreneurial approach, using her knowledge and skills to avoid legal conflict and cost, and to create profitable results. Thus began her professional transition to the front end of projects: property feasibility and acquisition analysis, close coordination with project designers for strategic results; the planning and entitlement process; and project and team management. While working almost 10 years with an engineering, planning & surveying firm she gained valuable experience with the project design and land use planning processes, as well as management techniques and strategies for project efficiency and effectiveness. She has worked on many types of projects including: development (commercial and residential), industrial, environmental remediation, and public improvement. Her specialized skills are for those projects involving complexities with design, multi-agency regulations, planning and political requirements, as well as having site issues such as environmental resources, design constraints, transportation and access complications, visual/sound/light impacts, hazardous waste, adjacent land uses, and more.
Ms. Whelen’s professional niche is in assisting project owners to create value through opportunistic rebuilding, through skilled project management with budget & timeline control, negotiation, and through a careful understanding of the local planning community, the regulatory requirements, and the decision-making political forces.
